The process to follow when you want to build a new unit or alter your existing unit at Park Chidenguele Lodge.

Neighbours (It will be your responsibility to get your Neighbours consent)
After you have received written confirmation of Board approval submit your plans to the local authority (municipality) in Manjacasie for statutory approval. Your Plans is only approved legally after it is approved and signed by the local authority in Mandlakazi. Now you can start to plan your construction phase.
Please adhere to the construction rules that is also available on this website under the heading “Aesthetics”. No construction may take place from 01 December to 15 January, and you should strive complete your build within 11 months from start to finish.
When should the Board approve plans and not the local authorities in Manjacasie:
When your footprint stays the same and no permanent structural changes is required, this include, deck’s, lapas, braais, privacy walls etc. that do not involve cement and or bricks only need to be approved by the Directors. Aesthetic Guidelines
Regulations
The Primary Function of the Aesthetic Committee is to ensure that uniformity in Building Style remains throughout PC Lodge by promoting the building guidelines that exist when approving new builds and enhancement projects, also to monitor and ensure that the Lodge’s overall appeal is enhanced and maintained. The purpose is purely for the advantage of shareholder’s investments and to assist and guide wherever possible.
This will also include the communal and outdoor areas such as walkways, Caneso walls, retaining walls, landscaping, fauna and flora, side walk appeal and general upkeep and maintenance of the Lodge and restaurant.
The Aesthetics Committee does not take responsibility for any technical, structural, health or safety standards, its purpose is to evaluate the overall aesthetics of Park Chidenguele Lodge.
GENERAL
As from the 16 February 2020 all new building plans, structural improvements and alterations must be approved by the PCL Board and Aesthetics Committee before obtaining the approval of the Local Government Authorities.
No building or alterations shall commence until all relevant approvals have been obtained.
This will include, braai’s, lapa’s, caneso walls, privacy walls, car ports, swimming pools, Jacuzzis, decks, store rooms, etc
Although not all of the above needs to be approved by the Government Authorities, all changes need to be approved by the Board and Aesthetics Committee.

Kindly note the following:
Building plans have to be in Portuguese.
Building plans have to be signed off by a Mozambique qualified architect.
Building plans have to be approved by a Local building engineer.
Building plans have to be approved by Tourism authorities.
Building plans have to be approved by the local municipality.
Construction licence needs to be issued from the Municipality.
A registered construction company have to accompany and oversee the construction proses.

Guidelines and Regulations
Building Materials:
Cement bricks (plastered not bag washed)
Mozambique ‘orange’ clay bricks (outbuildings only)
Thatch roofs
Caneso (local reeds) cleaned, without husk and Varnished
Laca-Laca (thin poles)
Sambiri poles (thick local poles)
Gum poles
Fibre Cement Roofs (outbuildings only) Must be coverd with Caneso or Laca-Laca
Building Height:
New Units and renovations may not exceed the Height as intended by the Developer. The board will take a strong stance regarding the obstruction of other people’s views.

Please ensure that you comply with the above colours that ALL houses must be painted before 16 February 2020, even in the case where building and renovations commence after this date.
Main Building Roof Covering:
Only Thatch Roofs that must be covered with BLACK shade cloth only, no other colours permitted, not even on the edges.
Please maintain thatch roofs and concrete copings at an acceptable standard, at all times.
No Flat or single slope or roofs with multiple stage slope angles will be allowed for main dwellings or garages constructed from cement and bricks.
Excavations:
Disturbance and disruption of the natural landform and dunes must be approved by the board and in general be limited, this may cause unforeseen complications not predicted.
Do not remove any trees without the consent of the Board.
Storm Water and Water Erosion is a constant threat to the dunes and it must be taken very seriously, it effects the natural dune and can end up causing major damage to surrounding units.
No concentrated storm water is to be disposed of into neighbouring ‘stands’, it should ideally be disposed of in storm water drains.
DO not remove any trees without the consent of the board, they create soil stability and aesthetic value.
Building Period:
Longstanding building sites can become unsightly and we therefor urge shareholders to complete building projects ASAP, but no longer than 12 months.
Building Material:
All building material must not be visible from the road, should there be no other option, please keep it tidy and neat.
Garages:
Garage doors may be Galvanised roll-up doors (grey/silver, no other colours) or, wooden doors. Please replace old rusted doors. All garages sharing a wall with the house must be split by a fire wall between the unit and the garage as well as the roofs. Garages with a man door leading into the house should be fit with a fire-retardant door.
Only pitched thatched roof will be allowed for aesthetical reasons. No mono-pitched or flat roofs is allowed. Should special circumstances exist that require flat roofs for garages a motivation can be forwarded to the board of directors for consideration.
Decks and Balconies:
Please be mindful of neighbours and adjoining units when designing Deck’s and Balconies. Neighbours approval must be obtained for their consent before construction of any Decks or Balconies can commence. The board will however not be unreasonable regarding approval as some houses are close together and all would like to maximize their view.
Balconies must have a 1 meter balustrade with the gap between the stanchions no more than 100mm maximum. Decks higher than 0,8 meters from the ground should also have a balustrade (please apply) safety discretion. It is of utmost importance that wooden decks, staircases, balustrades and railings are constantly maintained, to prevent injuries. All anchor bolts to be Stainless steel or galvanized.
Braai areas:
No open fires are permitted anywhere, charcoal fires not permitted anywhere else BUT in the approved braai area with proper chimneys (only charcoal). Please be aware of fires on windy days and please extinguish completely before retiring.
Dimensions of chimneys, braais and pizza ovens must accompany plans handed in for approval. All chimney heights to comply with SANS regulations.
Swimming pools:
Units with swimming pools must have a clearly visible plaque to indemnify them from any responsibility or accidents that may occur in and around a swimming pool. Please contact the board should you need one.
Pumps and filters should be enclosed/screened off, as not to be visible or audible to neighbours.
Carports:
Carports may only be erected as per approved plans. Roof coverings must be fibre cement, thatch or Caneso and the board suggests to cover it in black shade netting, Caneso can start looking weathered quite fast. Caneso carports must please be kept tidy and replaced when necessary.
Gazebo’s are not to be erected and used as carports.
Patio and outdoor roof covering:
Fibre cement, Thatch or Laca-Laca.
Tents:
No tents to be erected on unit sites, camping is prohibited in the built up area of the lodge and only allowed in the designated camping area.
Cars, Boats, Trailers, Jet-ski’s:
May only be parked next to your unit while you are at the lodge during your holiday stay, no long term storage, in between the units, of Boats or Jet-ski’s during off season periods when owners are not at the lodge.
Please be considerate toward neighbours when starting and washing boats, if possible rather use the boat house area.
Fish must also be cleaned at the boat house.
Store rooms and other outbuildings:
Plans for store rooms and any other outbuildings must be approved by the board and no semi-permanent structures to be erected.
The roof material for store rooms and smaller structures may be fibre cement
Privacy walls:
We are blessed with beautiful natural plants and trees, to be admired and enjoyed by all shareholders and guests. Do not erect any boundary or privacy walls if not approved by the board.
All new Caneso walls and roofs should be built with ‘clean’ Caneso (husk removed) and varnished, it looks neater and lasts much longer. We urge shareholders to please replace old Caneso with the clean Caneso and varnished.
Retaining structures and brick walls:
Should a shareholder identify the need for retaining brick walls or D-blocks, please speak to the board about the matter, retainer walls must be plastered and painted. D-blocks must have plants to cover the concrete.
All D-Block walls must have a concrete foundation, every third or fourth row, depending on the slope, must be tied together with steel, biddem must be used behind the D-blocks to manage sand erosion and the maximum slope specifications of D-Block walls may not be exceeded.
Washing lines and washing machines:
Washing lines and machines should be concealed and not visible from the road and hidden from neighbours as far as possible.
It is good conduct to remove dry washing immediately.
Refuse Bins:
May not be visible from the road and public areas, should it not be possible it is permitted to erect a Caneso ‘box’ not exceeding 1,2 meters in height.
Generators:
To be screened off or enclosed (or any other safe method) to reduce noise levels and ONLY used during power outages.
Gas Bottles and Geysers:
Must be on the outside of the building and screened off with a brick wall, and MUST have fibre cement roof covering.
It is hazardous to have a geyser directly above a gas bottle, it should be at least one meter apart.
The Orange hose currently used at PC Lodge (is not allowed to be longer than 2 meters and may not pass through a wall !) is old and weathered and should be replaced with PEX-ALPEX or class one copper pipe.
Use outdoor regulators plus all gas installations should have an emergency shut-off valve.
Please make sure gas geysers are well maintained and should be replaced if there are any doubt that it might become a fire hazard.
Fire Extinguishers:
The fire extinguishers were supplied by Mozafogo, a private company in Maputo.
Each unit was assessed and received the correct amount of Fire extinguishers according to the unit size. Please leave these units where they have been placed and make sure it is well secured against the wall at all times.
The Fire extinguishers are serviced every six months and will be replaced by the discretion of the technicians and the shareholder will be invoiced.
Air conditioners:
Aircons can also become an unsightly structure and many face the roads. Please cover all visible aircons with a Caneso box, not only will it look better, it will also extend the life time of the unit.
Ornamental Garden Structures and name boards:
Please refrain from garden ornaments, structures and house names, everybody has different styles and taste, but everybody likes natural.
Outdoor Lights:
No lights should obstruct or irritate neighbours, holiday makers want to enjoy the open skies and stars and nothing obstructs that view more than shining lights! (Please ask guests to keep bedroom and bathroom lights off whilst not in use. There are units close together as well as units above one another.)
External pipe fittings, fixtures and devices:
Aerials, satellite dishes and Solar panels must be hidden from sight to passers-by as far as possible. Solar panels are to be installed on the same plane as the roof.
External Plumbing and water pipes should be concealed or bricked in and flush against the external wall, with access panels only at the junctions.
Septic Tanks:
As most are aware all water waste from showers, toilets and sinks runs into the septic tanks. Chemicals and oil/fat used, kills the necessary bacteria that breaks down the content within, and this may result in an overflow or broken tank.
To maintain a septic tanks could be a very simple process. Raw boneless meat (ripe) or a packet of brewer’s yeast can be flushed down the toilet once a month.
Septic tank areas should be identified to ensure that no cars park on the septic tank areas, this might be dangerous as the septic tank is not load bearing.

We all have only ONE thing in Common: to enjoy a well-deserved and care free holiday!

Be courteous on the roads, help people in need, greet everyone, smile, make new friends, and don’t play your music too loud (only if neighbours want to join!)
